The Libra blockchain is not accessible to anyone. It is a permissioned blockchain, meaning that only Libra Association members can operate nodes. The 28 founding billion-dollar companies, which invested at least $10 million into the Libra Reserve, are the only ones with permission to operate nodes on the network. This means that the Libra blockchain is not decentralized like Bitcoin, where anyone can theoretically run a node. With the Libra blockchain, only a select group of companies have control over the network. However, the implementation of the Libra protocol, known as Libra Core, is open source, and the Libra Association welcomes feedback from the community about the project.
